I came across your photo of this fly on diptera.info. It is a species of Zaphne. I have just got back from Oxford, so I will check up and probably give you a det in a few days.

I think it is probably Zaphne nuda Schnabl. There are several species of Zaphne males with ventral tufts of setae (which are actually on the lateral margins of the tergites where they fold down so are ventral in position). Several other species of this genus have tufts of varying size, some have crinkly hairs mixed with setae. I don't think it is ambigua, divisa, inuncta, spiniclunis or caudate. These long setae are probably pheromone distributing "fans", and in the photo are erect, although in all my specimens they are horizontally directed and look rather different. Some males of Delia species have similar looking long setae but they are mainly on the sternites.
For a definite ID one has to look at the specimen or dissect the genitalia.
